
RECO’s New Meazure Real Estate Exam Rules Are Here — They’re Serious (and Needed!)
If you’re currently working through the real estate education program in Ontario, take note: the Real Estate Council of Ontario (RECO) is ushering in a new era of exam delivery, security and accountability. Starting August 1, 2025, all real estate exams (Algonquin College, Fleming College and Career College Group) will be administered by Meazure Learning, replacing the much-criticized Proctortrack system. For Humber learners, this transition will happen on October 1, 2025.
Here’s what you need to know.
Why This Matters
RECO is making it clear: exam integrity isn’t optional. With multiple documented cases of cheating, rampant Proctortrack technical issues (incompatible software, mid-exam interruptions, bugs/system crashes) and public criticism—including a 2022 Auditor General report—this overhaul is long overdue. Meazure Learning, the provider of the well-known online exam proctoring system ProctorU, will soon handle every real estate licensing exam in the province.
Who Does This Affect—and When?
- Real estate learners at Algonquin College, Fleming College and Career College Group: You’ll be writing your exams through Meazure Learning starting August 1, 2025.
- Real estate learners at Humber Polytechnic: You’ll transition to Meazure Learning on October 1, 2025. Until then, Humber continues to deliver exams through Proctortrack.
If you began your program at Humber before July 1, 2025, you’ll finish out your exams under their current system until September 30, 2025. Everyone else: it’s Meazure.
In-Person vs Remote: Choose Your Modality
RECO is offering flexibility with two formats, each with detailed (and strict) requirements:
In-Person Exams
- Offered at Meazure’s 65+ test centres across Ontario.
- Bring valid government-issued photo ID (original, not a copy) that matches the name on the exam confirmation email. Acceptable IDs are driver’s licence, passport, military ID card or provincial/territorial ID card. Those without acceptable ID will be considered a ‘no show’. Any name-change documentation must be submitted to your education provider one week in advance (not on the day of the exam).
- Arrive 15 minutes early. Those arriving 30+ minutes late may be denied entry to the exam room.
- No electronic devices (phones, ear buds, headphones, tablets, smart glasses, etc.), food, drinks, jackets, bags, purses, watches, calculators, writing utensils, hoodies or unauthorized materials (it’s a long list, make sure you review it). Certain items may be approved if you request accommodation through your education provider in advance.
- Everything is subject to inspection.
Remote Exams (Online Proctored)
All of the in-person requirements apply PLUS:
- You MUST use Meazure’s Guardian Browser + ProctorU system.
- You’ll need a second camera (usually your phone), a stable internet connection and a private, distraction-free room.
- Those not connecting with a proctor within 15 minutes of their scheduled exam time are considered a ‘no show’.
- You cannot complete the exam from your bed, car, anywhere outside or public spaces (e.g., a coffee shop or shared workspace).
- No talking. No being out of camera view. No looking off-screen. No virtual machines. No second screens. No screenshots. No one else in the room.
In short: treat it like a high-stakes professional credentialing exam—because that’s exactly what it is.
Important: There Are New Exam Rules. Learn Them.
Whether you’re writing online or in person, expect:
- Thorough ID checks
- Strict timekeeping (miss your slot, and it’s a “no-show”)
- Continual monitoring of you and your screen
- Zero tolerance for suspicious behaviour
- A Code of Conduct and Misconduct Policy that includes everything from sanctions, whistleblowing and misconduct investigations.
Penalties for violations range from invalidated results to permanent program suspension or even revocation of RECO registration. Remember: RECO can—and has—retroactively revoked registration years after misconduct occurred. That means you could lose your real estate license long after you’ve earned it and invested thousands of dollars into building your career. The risk isn’t worth it.
Goodbye Proctortrack, Hello Stability & Credibility?
If you’ve written with Proctortrack before, you know the chaos: system crashes, unexplained technical issues and and the infamous 2020 security breach. Meazure Learning promises a more consistent, standardized experience—but it’s not without new hoops to jump through.
Yes, this might fix the tech. But it also means:
- Less room for error
- Less tolerance for improvisation
- Higher expectations on your part
That’s not a bad thing—it’s just different.
What Should You Do Right Now?
- Review and bookmark the RECO Exam Handbook (seriously, read it).
- Test your setup if you plan to write remotely.
- Talk to your education provider if you need accommodations, in advance.
- Don’t delay—start planning for this new system now, especially if your planned exam date is soon.
